Where can I find the Data Editor or Resource Archiver?

If installed using the Offline activation method the game editor can be found at:

Computer > Local Disk (C: > All Programs > Sports Interactive > Football Manager 2010 > Tools

If installed using the STEAM activation method the game editor can be found at:

Computer > Local Disk (C: > Program Files > Steam > steamapps > common > football manager 2010 > tools

CA is never directly stated in game, only in the official pre-game Editor that comes with FM, or with things like FMRTE, as mentioned before. In those programs it's represented by a numerical value up to a maximum of 200, though even at 200 a player will NOT have 20's in all attributes.

In-game, scouts and coaches may say things which will allow you to gauge a player's CA.

"...twice the player of our best midfielder..."

"...isn't too much difference between him and..."

"...is some way off that standard..."

And the comments are usually accompanied by the Stars (0-5) which allow you to infer where a player's CA (and PA) is, at least in relation to another's. Many don't usually agree with the assessments, however.
