In previous version (for sure until fm13) when a nation generated youth, the generated players immediately could be found in the search query. In fm17, even that i have full knowledge of a country, let's say brazil, i get only players from my region, which is Uk. Have you got the "realistic transfers" box ticked? If so most South Americans won't be a realistic transfer because they wouldn't get a work permit therefore wouldn't show up in a search.
