He uninstalled and re-install FM24 3 times, and now it works.

[No longer german team in online game]

I think he lied to me or explain me his issue in wrong terms.

I will ask him to explain me correctly his issue. 

furthermore, i asked him if one of them (him or his friend) was coach of germany and he says me yes. 

I'm completely ok that there's no possibility to play with germany due to licensing. Sorry for him and i make you a feedback if he really has a savegame where he's managing Germany (but i doubt)

Thanks for your answer. He tried to go on holiday as i told him and his assistant manager played the match with U18 players.
For sure, he lost the match. :/

The user continued his game with this issue and the transfer budget had changed from -2.5 billion € to +2.5 billion € and -2.5 billion one more time only contiinuing his savegame.

An another french user has the same issue but with a belgian club.

A negative transfer budget of - 10 000 000 €

 

He attached screenshot too, and his savegame (1 month before the issue and announce of next season transfer budget) on the cloud with the name "Nicolas Maaskarad - Standard Liège Beta (v02).fm".

[No longer access to B team, U 23 and U18 team management]

I asked the user to go in those teams using development center menu.

He find those team, but the responsibility he gave him early in his savegame desappear and he has to change it one more time to manage training and individual training of those team.

So you can try to duplicate this possible issue.

Here is a new kit clash in my game.

I'm always playing Young Reds (Anvers B Team) and playing against OHL U23.

They play with white socks, short and shirt, while i'm playing away with a sky blue sock, short and shirt, very close of there clothes.

I uploaded my savegame on the cloud with the name "Rob Deswaert - Sans emploi.fm"
