This was something we resolved back in FM23.
It's possible your staff are searching but are struggling to find suitable opponents.
Could you please provide us with your save file with an example for us to investigate with, thank you.
Thank you for the save we will investigate further.
My guess would be that this is happening to your custom database changes.
Have you spotted this in any non-custom save files?

The issue your raising in your screenshots is with Youth teams not playing their lesser players/full squad.
This is a known issue we have logged but not one we were able to resolve in this FM cycle sadly.
But the issues raised initially in this thread have since been resolved or improved upon throughout the FM24 cycle with our updates.
For instance see the examples of AI clubs playing/developing young talent I put into the feedback thread recently.

We do have the issue logged internally but do not have any more updates coming for FM24.

And remove any custom skins you might have installed.
