I had the same problem with the save I have started in the lower leagues of Norway. It turns out that I had used the entire scouting budget for the season. The scouting range was downgraded/moved down to "No Scouting", and then we had no need for any scouts. I just adjusted the wage/transfer budget and added more money to the scouting budget and it solved itself. But, if you have no wage/transfer budget available, I have no idea how you will fix it.
