No, interactions are completely, albeit in a diffrrent manner, broken.
In my ported save from fm23 (Altay, 2nd Turkish league) I released two 36 year old centre backs, both of which retired from professional football in the summer and replaced them with a new single signing who happened to pick up a long term injury during his league debut.
Shortly after I was back in the market for a young 3.5 star PA centre back to loan from a big club (Galatasaray) which I offered to loan until the end of the season and another new signing, a FrA. Even with an injuried one, I still had two very capable 1st team choices (I play a back 4)
Both were accepting the deals offered, but make no mistake, in the span of a single weekend, until they were Set, my 1st choice goalkeeper, a Team Leader, became unhappy and 16!!!! first team players followed suit. They didn't even wait for the injuried one to see a specialist and they were already upset due to lack of cover.
I made no promise to them, completed the signings and their unhappiness persists 4 matchdays after.
Now, why I think it is important that you play the game in order to give feedback is that although the Atmosphere is Average at best and they show signs of complacency during matchdays, their performance levels haven't dropped so dramatically, which was the case in fm 21, 22 or 23.
In conclusion, the Interactions/Promises mechanics are broken but somehow different, in the way that maybe Unhappy and with Low Morale, players are still capable of maintaining their levels. Is it okay to be like this? In my very own short opinion, No.
