I think this was base on Lisa's Redbull so you can have 2 choice of which verison you want to play with .

Would you suggested for small to mid club to start with Fighter first ? Because it seem like in my test they arent get good result with Cerber. But when the team got to sub to top club . Cerber is excellent!

Yeah i think you can use that tactic because damn* look at that 3-0 to Barca in final ?! I've never won a C1 cup with Leipzig before.
Personaly i think it would fit the mid to sub-top team .
i have try it with Man utd  ( not best not worth ~ its like good ) and have pretty many draw . Simply because my opponent tend to sit back and wait for me to attack . 

And also have a new look about GF - GA. Right now i only care about the GD, the higher it is the better .

But at first Cerber or Anhil or even Fighter doesnt work for me . 
And somehow suddenly after settings AssMan take Tactic Brief and OIs things seem to work great for me. Thats why i would suggest you to do that. With me Better is Better no matter what. But still your choice  .

I think that AssMan with high knowledge help alot with this tactic cuz he can provide some great OI's . 

The Tactic perform much better with good AssMan provide OIs.
But this would effect the lower league because they may dont have good AssMan
