Select 'X' number of teams from a group.

I want to add a cup competition to my database, it is a real life competition, but there is no qualification. The teams that enter do so via invitation. Is it possible to tell FM to select 7 teams from, for example, league A, league B or teams 1, 2 and 3?

Basically, I need the competition to pick 7 teams from 2 or 3 different leagues and from youth teams from 4 other teams.

Yes. Tell it to pick random teams from a team pool with a maximum number. Set the team pool to select teams from those leagues. So eg. the team pool will get every team from league A, B and C, it will then select 7 of those teams at random to add to the competition. Do a 2nd team pool for the remaining teams and set it to pick youth teams instead.
