Cup Tie Mapping

For some reason I cannot get cup tie mapping to work

Im having a bit of a mess aroudn with the Euros and as a test I have the following

Im pulling in 16 random national teams and sorting them by world ranking (note I am not giving them a seeding)

When I run a test I have 16 teams listed in world ranking order, but they have been given random seeding values

In the first round I have no draw rules set up

Using the cup tie mapping page I have it set as follows

So in game 0, team 0 (Spain) should play team 15 (Gibralter) from the list above

But i get the following

Try adding the Fixed draw (1v2, 3v4, etc) draw rule. That's always used for cup tie mapping.

Game is enforcing the UEFA block on Spain-Gibraltar fixtures a little too closely
