Starting a game with more staff and bigger stadium

Hello. In FM 21. Is it possible to use The Pre Game Editor to alter the amount of staff allowed when starting a game. I want to start a new game with a smaller championship team, but at the start of the game the Board won’t allow many staff. 
Also can I change the stadium size and fan base size ?

is there a way to make sure all this is verified with steam so when I start a new game all this works.

Stadium size and fan base can be edited with the pre game editor.

You can't alter the amount of staff allowed.

Not sure what you mean with the verification. You only need to select the editor file and make sure it is loaded.
