A question for conoisseurs of advanced editing

There is an obscure IRL rule for match selection for the third division I am creating, which I just post as a technical challenge, I do not expect there to be a way to make it work:

For the last 4 rounds of the league, the reserve teams playing in the division may not use a player who has played the two rounds preceding the current matchday in either the first or second division.

There is the option to disallow players playing in the reserve if they have already played in the first team, but I am not sure it can fitted to your situation.
