Is it normal that DoF in charge of scouting makes huge debts the scouting budget?

For the second year in a row my DoF blows the scouting budget in the first few weeks of the season already and keeps on spending money even when numbers are in the red...
I have not requested any assignment or "keep scouting" or whatever that could be causing this.

Certainly seems strange that the DoF just continues to spend.
