[FM18] International competitions (COSAFA, Gulf Cup, etc)

Add a number of international competitions with true-to-life rules and format (eg. COSAFA Cup play-outs) such as:

• the Francophone Games;
• the extra Copa América that was planned for 2020 and every 4 years after with 16 teams;
• the Gold Cup expanded to 16 teams;
• the Pan Am Games, Gulf Cup, and others;
• the Baltic Cup and others; and
• updated second nationality declarations

Looks like a great collection of tournaments and I can see a few I'd like to try. 

I poked around in the rules and found something though:

 

This looks like Mexico has been duplicated, well actually it's two extra Mexico. I'm not sure about how that works but since there's only 42 spots I guess it could work?

Cheers. As it was the last entry it wouldn't make a difference, just a relic of duplicating entries while picking all 42 teams... I'll clean it up though, not sure how I missed it.

This is updated. If anyone's looking for details they've missed in getting dates, stadia, extra rounds etc to work for international tournaments that aren't already included in the game, you might benefit from taking a look.
