Cannot add Basque nationality when creating manager

This one's pretty minor, but when you create a manager you cannot give them [Pays] Basque primary or secondary nationality because the option doesn't appear in the UX

It might have minimal in-game impact, but there's an obvious reason why a Basque person or anyone managing a Basque club might want to do this for realism purposes
