In the editor I searched for clubs, filtered on England and reputation and mass edited all those clubs. Embargo start: 1/6/2018 Embargo end: 30/6/2100 Appeal date: 31/5/2018 or 30/6/2099 (tried both) I saved, created a new game and the embargo doesn't work. All clubs can still do transfers.
