Help , How can i change the Rules ? how to remove the U21 player in squad to start game

Hello i wanted to make a career in Romania Liga 1 ,

But there is a strange Rule that i must have an U21 player that had been trained at the club for 3 years ( or something like this )

HOW can i delete/remove these rules ? i have the FM19 Editor ..but its really hard to use i am not sure where to enter. Is there like a tutorial video or can sameone pls explain where/how to do it ?
