Correct, you can field up to three players over 23 at the same time in reserve teams:

 

"§ 12 Spielerlaubnis in Zweiten Mannschaften von Lizenzvereinen

1. In Vereinspokalspielen des Deutschen Fußball-Bundes auf DFB-Ebene (§ 46 Nr. 2.1) und in Meisterschaftsspielen in allen Amateurspielklassen dürfen in Zweiten Mannschaften von Lizenzvereinen nur Spieler (unabhängig von ihrem Spielerstatus) eingesetzt werden, die mit Beginn des Spieljahres am 1. 7. das 23. Lebensjahr noch nicht vollendet haben, sofern nachstehende Regelungen nichts anderes vorsehen. Darüber hinaus dürfen sich bis zu drei Spieler, die am 1.7. das 23. Lebensjahr bereits vollendet haben, gleichzeitig im Spiel befinden. In Pokalspielen auf Landesebene ist der Einsatz von Lizenzspielern nicht zulässig."

In addition, up to three players who have already reached the age of 23 on 1.7. may be in the game at the same time. The use of licensed players is not permitted in cup matches at state level."

Will this fix be save game compatible or do we have to wait to play German leagues?

With most competition and rule group fixes it will require a new save. It's something being investigated by our team and apologise for any inconvenience caused. 

We believe we've fixed this in one of our past updates now, but do let us know if you spot any further instances.

Still can't play with O23 players.

Thanks for making us aware, I had misspoke, seems it didn't make it for the previous update, but we're got a solution in place and it won't be long before you see the changes. Sorry again for the miscommunication!

Also, is this intentional? 

Would be one to raise over on with our Gameplay team, and if you can provide a save file before the transfer is blocked they can investigate further and determine whether it's by design or a legitimate bug.

Hello, we believe this issue to now be resolved after our recent Main Data Update, can you confirm?

@Zachary Whyte I'm still getting this issue - any player over 22 seems to be ineligible for 3.Liga - I'm playing as HSV and HSV II was promoted to 3.Liga in the second season if that could potentially be causing an issue?

Hi @nickoocan I just check if this save was made before or after our Main Data Update?

This issue requires a new save to be made for the change to take effect.
