Cannot upgrade youth facilities with 125 m budget and 'rich' financial status

Hello, unfortunately I can't give you any exact timeframe. I'll try to keep you updated.   

I have this exact same issue with Djurgårdens IF. I am on year 2028. Also dominating the league. And competing for knock out stages in CL every year.
I had this exact same issue in FM22 aswell. But that was with 2 different clubs made in Create a Club game mode, so tought it was just a bug for that game mode but apparently not.

 

A guy on Facebook grp gave this as an possible explanation.
And it kinda make sense and easy to overlook as Dev i dont know.

"I have had similar problems in my saves and tried to "check under the hood" for answers and I think that I have found the answer:

As you probably know, the quality in facilites is rated from 1-20 in the match engine, where 20 equals "state of the art". However, most of the time when you upgrade your facilities, they are upgraded by 2 points each time. So from 10 to 12, 11 to 13 etc.

The problem here, I think, is that facilities won't be upgraded if there isn't room to develope these 2 points. In your case, you have "superb facilities" meaning that they are either at 18 points or 19 points. My theory is that if your facilities were at 18 points, you would be able to upgrade to 20. But alas, you probably have 19 points, meaning that there isn't room enough for the 2-point upgrade, resulting in the board not seeing the point of spending money on upgrades (or some other narrative explanation).

So if you were to download some sort of FM scouting tool (or editor), and look at your club facilities, my guess is that they are 19 for training facilities and 20 for anything "state of the art".

The problem is that I think most of the time, facilities are downgraded by 2 points at a time as well, meaning that a club that has an odd numbered points in facilities won't ever be allowed to reach state of the art. But I haven't tried this out so I can well be wrong about that. If they downgrade 1 point at a time, then you can just wait for that to happen and try upgrading them from 18 to 20."

And another explanation is: That the Chairman has some kind of trait or personality that removes the possibility? 
This one makes less sense. Since i had the issue with 3 different clubs since FM22.

Nothing? I mean almost 2 weeks have passed. Is my save bugged, is your game bugged , is that how it should be? . Any word ?

Yes the issue is related to the way in which they're incrementally increased. It means you won't be able to upgrade in this save until it drops in standard.

You still have 19/20 for your setting which means it's still exceptionally high. If you're desperate to change it to 20/20, I'm happy to update it with the IGE and send you the save game, just tag me here or drop me a PM if that's the case.

It is an issue we're aware of and one we're investigating.

I first noticed at my main save that there is no option for improving youth facilities when you make board request but improving training facilities option is there, i create some other saves(did not played at all, only at 1st season) and its same options in all the saves that i just made. Maybe its because 1st season but improving training facilities option is always there from start. (my main save i played for 4 seasons and never upgraded youth facilities because there is no option. Still below average)

This may be something different to investigate, but isn't related to this issue which we have under review. Would you be able to create a fresh post and perhaps provide a couple of those save files so our QA team can investigate if there are different reasons involved with this?

Same issue for me; I do not have the option to upgrade the youth facilities further. Although the "maximum" level in my save is "average". I have uploaded the save game named "Șerban Ditu - Unirea Slobozia.fm".

 

My other guess apart from the incremental issue which has been mentioned is that maybe the board vision lacks something along the line of youth development. I haven't been able to negotiate that with my board since they insist on buying first team ready players.

Is that a reply to my request or to Jeble's? I mean we aren't even sure if that is a bug that will be fixed at one point or just a deliberate thing in the game mechanics ? Why a board won't allow upgrading youth facilities when there is literally nowhere else to spend the money? Is there any possible way i can get to 20/20 ( they are only 'excellent' at this point which means  its about 16-17)? What can be done at this point?

Yes, we looked at your save specifically so is a reply to you. It's a limitation in how the system works currently. It's 19/20 and you'd only have a board request to upgrade if it drops to 18/20. As said if you want us to edit it specifically to your save we can do. From the game's perspective you do have elite level facilities already, which is why this cannot be upgraded further due to said limitation.
