USA not possible to choose Add lower divisions and Cups to existing structure

Similar issue for Latvia, you can only create the comps from scratch as it's not under "current nations".

Do we have any idea if this issue can be fixed?  If not, would it be possible to get a refund?  The only reason I purchased the game was to set up a customized US pyramid like I have in previous versions...
