Steam accounts are 1 account = 1 person (in their terms of use) therefore by running it on 2 PC's at the SAME time you are breaking their terms and conditions. If you run them at different times you are still within the terms, but bear in mind you will be responsible for any of your brothers actions on your account, and if he does anything that gets you banned from steam, again you are responsible.
