max-riot
can anyone enlighten me as to why i have to pay so much money for this player on a free transfer, as his contract is running out?
ParkLife
it will depend on the age of the player, if they are under a certain age then you will have to pay so much money for signing him on a free for compensation, like Chelsea has done with Daniel Struidge IRL

Crispypaul
Russia isn't in the EU so I suspect its because the Bosman ruling doesn't apply.
Misodoctakleidist
If his contract has already expired, they'll usually accept a bid of £0 for him.

Players who are out of contract are free, and you can approach players six months before their contract expires if you're willing to pay compensation. There seems to be a bug in FM though where players whose contracts have expired but who haven't left their clubs yet still require compensation to be paid.
