Will the 10.3 patch have January transfers or no?

Will I still be able to play the 10.3 with the game accurately starting in the summer with the correct players or will we once again have to play with January transfers? Normally I install the Feb patch and play with the previous db which only has transfers up to the summer. But it seems FM2010 the new if you patch over an old patch it only lets you pick the newest db.

The February patch will usually give you the option to choose the database to start with so you neednt start with the Jan transfers if you dont want to, but can have the match fixes.

Mine gives the option of 10.2 update or default database.
