BurnCM4X Posted December 17, 2010 Share Posted December 17, 2010 You couldn't add a nation on previous versions... The only way i know without the AP is to activate it. You need to edit some xml that i don't remember now. Keep in mind that there's not much of use to a created Nation since you can't add any rules to it.
