If you're able to use the IGE in the meantime you can lower the budget by a little and it should resolve things. 

Fair enough, but the IGE shouldn't cost £5.99 if I have to use it to fix the game's bugs.

Just uploaded one from a few months later where I've almost £500m in the bank and still no option to upgrade...

And my board are now getting unhappy at me for not having improved them!?
