I had this, seems to be linked to the scouting budget. 1 was allowed 4, went to 0 when my budget hit zero. I put it up from transfer budget and I could hire 5

Don't know if this is a bug or not but should all cup competitions use the new draw format? The premier sports and Scottish cup both still use the old style draw.

Yeah - Newell has played 3(5) for me. scored 2, assisted 4, 2 POM and got a rating of 7.34 He's the highest avg rating cm I have. The role you got him playing could be the issue -
