I mean as someone that is regularly involved in bids for work (although nothing like this ofc) we we receive an invitation to tender we will obviously have a list of things we have to be able to deliver or adhere to in order to bid. Sometimes this would immediately rule us out and other times there will be a way we can deliver this outside our usual process. I think this is effectively what Rob is getting at that one of the non-negotiables should be that anyone can attend and there needs to be a way the host country can deliver that.

Pretty much no risk of having blame on you by the end, a chance to be the hero, and get to fool around putting the takers off too. Not sure how much that carries through to international level mind you, and definitely never wanted to take on myself.
I used to love penalties as well when I played in goal, knowing exactly when someone is going to shoot and just anticipating where the shot was going rather than anything unpredictable and no pressure, what's not to like.

Thought the ref was really good tbf, Chiellini one always being given as a yellow although it's far more dangerous than giving someone a tap to the face that you'd see a red card for. Personally think Jorginho one was a red and was a bit surprised he wasn't asked to have a look.
