It's both. Not enough fullbacks are generated with high dribbling/crossing and the AI doesn't prioritize training it either. It probably all comes down to the training units being the way they are, and it would require a major rewrite of the module to fix.

Major work for minor gain, which is why the issue has persisted through many versions. 

[Tired players/needing a constant rest.]

This isn't made clear by the message in the game, but the players don't actually need to "rest", they need to go on holiday. That's the only way to combat jadedness. They probably suffer from jadedness because of playing international games during their normal holiday period.

Send them on 2 weeks holiday and they should be good for the rest of the year.

 

[Percentage of player sales]

It says in the screenshot that you get 30% of sales added to your transfer budget. I understand that it's not great, but it's a lot better than 0%, so it has definitely increased since the start of the game, Furthermore, while the board refuses you initially, it allows you to discuss the issue. It's sometimes worth saving before such an interaction to learn what responses are best to choose. 

[Able to break squad registration rules(again)]

The punishment for not having 4 homegrown players isn't that you can't register a squad, it's that you can't register the full amount of players. 

It says so right on the screenshot, " If minimum rules cannot be reached, spaces must be left in the squad selection".

In your case, you have 1 homegrown player + 4 empty slots = 5 homegrown players.  

[Over-30 contracts, player happiness, loyalty etc.]

Sometimes you can get around this by changing the contract start date to "end of season". Automatic renewal after X games can also sometimes work, but I don't like that clause in general. 

 

It is often the case that older players IRL only renew after January, as far as I can tell both Kroos and Modric last year only signed on for a new year just before their contracts ended, so FM has that part of the issue mostly right. What would happen if PSG showed interest in those players is obviously guesswork. In FM's estimation, most players can get their heads turned regardless of circumstances.

While it's a little annoying and doesn't change no matter how much success you have (#1 ranked team in Europe, multiple CL wins with Viborg FF), I found it had no practical downsides.

[UEFA Champions League FFP Bug]

The new UCL format has caused many bugs of this kind, like UCL release clauses not activating and player promises of qualifying for UCL being broken. I would not be surprised if this was the same thing, the FFP ban only affects the old format competition instead of the new format. Good news though, it will be solved in FM25 since only one format will exist then!

If the wages get raised higher than the clause, as seems to be the case here, the clause will be deleted.  Did you think you could give them a pay rise, then play them some games to lower their wages again? 

   

Wanting a new contract could also be related to getting a full time contract. But you are right, players don't seem to take wage rises into account when asking for new contracts. I'm not convinced that's a bug though. 

   

There are soooo many issues and quirks (as you are discovering) when you drop down to the lowest leagues, especially if you go outside England. That's part of the fun of managing these place, imho anyway. 

[Full time issue]

This one seems to be working as intended, if you wanted him to sign a pro deal you should have waited until you turned pro. Not being willing to sign a new deal 1 month into a contract is fine.
I know you'll feel like it's unrealistic because IRL he would want a pro deal, but FM isn't set up to work in fringe scenarios like this. Give it a couple of months and he'll sign the pro deal 

[Transfer budget is incorrect]

You've hit the limit, and now the game is broken. Maybe you can fix it by adjusting the wage budget? Or it could be permanently broken because it has gone negative.

Either way, weird things happen when you get above 2 billion since the number 2,147,483,647 (or hexadecimal 7FFF,FFFF16) is the maximum positive value for a 32-bit signed binary integer in computing. It is therefore the maximum value for variables declared as integers in many programming languages, and the maximum possible score, money, etc. for many video games.

You should be able to offer better contracts once the "Next season's payroll budget" has been announced

Yes I got money my budget was 18.14m and now 25.8m but that is not the problem here, it is part of the same bug, because what is happening is that the game is taking as if I was selling samy for 118M to real and then at the same time bayern is buying him for 118m so I do not find any explanation here.  
This is a bug, there is no other explanation

The clause doesn't just expire because it's been paid once. You agreed to give them 30% of the profit you made on the player, and if you make profit twice (from the initial sale and now from your own sell-on clause) you will have to pay them part of the profit twice. That being said, it does look like they are getting 30% outright and you are getting 10%, while they should only get 30% of your  cut. 

  

If the game was only counting the Zamalek profit clause, then you would have received no money at all. 

[Bug in transfer]

It looks like there are two clauses in play. You get 40% of the profit from the transfer, and Zamalek get 30% of that money. You must have promised a sell on clause to Zamalek when you bought him for 800k, way back in the day. That clause is still active, even if you've already sold him. So any additional profit you get from the next sale, they will also get a slice off.

It could also be a bug, but then I can't get the numbers to match, because if Zamalek earned 30% profit from the Bayern transfer, they would be due more money than they are getting in your screenshot. Are you sure you did not receive any money for this player?

He isn't staying. The new contract will supersede any untriggered clauses in the old contract.

Sign on fee also comes out of the transfer budget. Depending on the clauses, some of them will come out as well to make up the 70mill figure.
