Inserting a new division in between already existing ones

Has anyone had any luck with such an endeavour in one of the last FMs? I tried copying the system from FM11 when Portugal's new third division started and the old third division became the fourth division, but even if the settings look pretty much the same, the new division does not load and teams don't promote/relegate correctly.

I think the game would have to treat it as a new division being added, not a new one being inserted, although I realize that won't work with the names of the competitions looking right
