That will be 4 and half star rating. If you add Level of Discipline 20, then will be 5 star. Is it worth a half star difference? IMHO, no. I suspected a lot of these stats that aren't highlighted in game by SI did actually have an effect on a staff members ability but some of the weightings are higher than I would have suspected.
