Competition not picking the right amount of clubs for a rebuilt champions league.

Dear All,

I have been trying to get my file to pick the right amount of teams for my American champion's league. I can get it to get the right number of teams with the get best teams and telling it to sort by last position. but it still picks the teams for next year by rep. Is there an easy way for it to just pick clubs by last league position without  the choice get qualified team for comp? I Know that would have to have a whole rebuild on NA I started to do that but it hasn't been going well. I cant get the comp to ready that clubs from eastern canada are sending it to the comp, this is even after playing around with fates, and getting the seeding right.Testing file nafa.fmf

Here is a Clean copy, if you go to american champions league can you tell me if there is an option to do what I want without a whole rebuild because that would save a lot of energy.
