Set no takeovers at all (for government teams, social clubs etc...)

You can stop an outside takeover, but if you create a team that is meant to be a government department/social club etc... board members are still buying the General Manager/President position off each other. Would like an option to stop this happening so you can stop this happening. I think the 'is institute' button does similar, but marks it as a youth academy team which I don't want.
