FM22 - Cannot complete " Sign Players from Domestic Rivals " board objective...

Hello people! I am struggling with the board requirement of "Signing players from domestic rivals".

I am managing Dortmund. Even after I signed some youngsters from Bayern, Schalke, and Gladbach, the board is still devastated about it, and will not allow me to sign any players from foreign clubs.

I have missed out on 4.6m for Bentancur, and other cheap players that have been transfer listed by foreign clubs.

Any help would be much appreciated, thanks!

I may try, but high profile players from Schalke and Gladbach are either too expensive, or not value for money at all.

Bayern is controlled by my friend since this is an online save, I doubt he will sell his Mbappe, Adeyemi or any other high profile players to me lol. 

In the last two years irl for Dortmund, I believe they've only signed Kobel on a permanent deal from any Bundesliga side, never mind rivals. It seems very unreasonable for the board to be so strict about this.

btw I did try to remove it when I signed the contract at the start of the save, but no, they rejected it.
