Assigning scouts

what happens when you don't assign a scout? do they do general scouting anyway? I have not delegated scout assignment to my chief scout

If you have the scouting responsibility and don't put the scouts on a specific assignment then they will not do any scouting. 

If you don't want to do the assignments but want the scouts to find players then assign the responsibility to your Chief Scout and the scouts will then be put on a General Focus. You can still edit the General Focus to look for certain types of players that fit the criteria that you set.

@Ben Kenney but I have disabled button or area of General Focus when I delegated scouting responsibilities, or I have to make additional settings elsewhere?
