This was/is a fairly common issue with the FM08 editor, it's a missing .dll Windows that's linked to .net and is obviously required to run the editors. The easiest fix for it is to download the exact .dll and place it into your Windows system folder. So, go to http://www.dll-files.com/dllindex/dll-files.shtml?msvcp71 and download the .dll file from there, then simply place the file into your 'C:\WINDOWS\system' folder and it should resolve the issue.
