Yes, this is only way to change but it is not exact science. The best way I have found so far if pick a nation who has the amount of places you want to include then mimic these coefficients and your nation should have the same. I set the Norwegian coefficients to 0,00, but they still got 1 CL-place and 3 EL-places. I increased the English amount, but they still got the 4 CL-places and 3 EL-places. Thats because in both instances, it is the max/min available. Lowering England co-efficient will result in less than 4. Upping Norways will result in more than 1 (possibly, depending how far).
