Transfer offer not showing

Thanks for the information if you have a save game from just before the news item is generated could you please upload your save game to our cloud service and we will take a look. 

 Could you also let us know if you have any transfer responsibilities assigned to another staff member?

I have uploaded the file

"SI Tranfer offer error Bordeaux" 

 

Also 2 screenshots below, 1 is the error the other of the staff transfer responsibilities.
