    I don't have the option to upgrade my youth facilities I have upgraded my training ground and youth training and recruitment and have the option to upgrade these again but haven't had the option for youth facilities since I my request was denied at the start of the season.

    it may not be a bug, It may happen that your board does not see more upgrades viable at all. Yes button to ask for it should still be there just for sake of it. But it was already mentioned here in bug tracker that this is the case when button does not shows up.

    Having run a quick sim on the save, I believe the option should reappear when in a healthier financial state.
