Can't offer requested wages despite having massive excess wage budget, on save loaded from FM23

Having this same issue even a month and a half later. Likewise a save carried over from FM23, I have 260k p/w in available wage budget but am not able to offer more than 1k p/w to signings in a new youth intake. Not sure how notable it is that my save is also currently with a club in LaLiga (Real Sociedad).

I'm having a similar issue with a new save, not from FM23, tons of money available for paying salaries and I can't even sign my best youth academy players, look at the tiny amount of money I am allowed to offer to each role in the last column

The only explanation I can find is that I don't have a lot of money in the bank, but I still find this annoyingly unfair, and I understand this is a bug:

i even sold a next transfer option for 600k (my balance was close to 0 at that moment) but still the same issue with salaries, please advise.

I forgot to mention this is also spanish league, 2nd division.

Hello, rather than opening a new thread, I'm having this very same issue.

I got promoted with Sestao to Spanish 2nd tier, I have renewed some players and signed some new ones and all was fine.

However now during the winter trasnfer window, I cannot sign anyone - despite having 250K (per year) of free space in the wages budget, I can only offer 66K to Star players, 45K to important and so on.

This makes it hard to sign players, but abvove all as in the Second Division there is a rule that its not possible to register players who are on less than 77K / year, even if someone would accept the wages, I could have them registered for first team.

If you need, I can upload you my saved game.

Vođi don't bother on uploading your save, they're not fixing anything. My guess is that this is only affecting Spanish league and it has to do with the salary cap that you have on your squad registration. I could carry on with my Huesca save signing my best youth intake players with a lot of luck, now got promoted and don't have any issue with budgets but this could ruin games and have been reported since october and nothing done
