Erroneous leagues Tunisia

At Soccerway it's even different, with groups A and B of 13 teams each. Also at https://www.ftf.org.tn/ it's so. Anyway, it looks a tweak would be welcome, whenever possible.

This will make it easier to create leagues that are not in the base, just like Tunisia's. It could be divided as it exists in reality into two groups, which would create realism, or simply throw all the clubs into the second division, which will allow you to create a league divided into two groups

We will look to fix this for future releases -eg. FM2025 - depending on the then structure of the leagues as well.

We will definitely have a good look at the league settings etc
