Norwegian players does not have any knowledge of English

OH, and saying we are "Fluent" in Swedish and Danish is not really the case. (I often do not understand either Danish nor Swedish when they talk.)

Depends on your generation, perhaps. Norwegians aged 35+ years should fully understand both languages, the younger generation has perhaps not been exposed to them as much. I am fully fluent in Swedish and understand everything in Danish (but it's impossible to speak, as we all know).

This is a known issue. Norwegian is set in the database to be "fluent" for all players and newgens, but somehow it's not happening as it should in-game.

Did this get fixed? I really don't understand why we are encouraged to report bugs, as the follow-up seems to be non-existent.

I've reported it to the coders and sent reminders, that's as far as my powers stretch. I unfortunately cannot tell you when the issue will be rectified.
