[INTL]Can pick 15 yo and younger for senior squad but cannot play them. Bug or rule ?

As Nigeria manager, I can pick 15 yo and younger players as senior squad, but apparently they're ineligible for matches.

Is this a known bug in FM11 or a known FIFA rule ?

FIFA rule I believe that a player needs to be 16yo before playing at international level, difference between competitive and friendly maybe?

Therefore being able to pick him for a squad could be taken as a bug.
