I think so. What's weird is that, some teams have spent much more after they were relegated than the previous year when they were promoted. Norwich didn't buy 1 player after being promoted then after relegation they bought 9 pretty good players

That would make perfect financial sense. You take all the money you get after being promoted and add that to everything you make when you get relegated. Then you have a little money to spend for players.

They probably are attempting to become a Premiership club,by the "yo-yo" method.At the end of the season,they'll get their total 30 million,from the TV Deal.Their balance,which earlier would've been 2-5 million,becomes 30 million.Also,most of the relegated clubs,do a squad clearout,so spending is a must,to re-build the squad
