Go here

http://technet.microsoft.com/en-us/sysinternals/bb896645.aspx

Download, install and open Process Monitor.

It will look like this

Now click the icon I have circled which will bring up the 'Filter' interface.

As shown use the first drop down to select 'Process Name', the second drop down to select 'is' and type 'fm.exe' without the quotes in the third drop down field. The click the 'Add' button so that it appears in the list below with a green tick next to it. Then click OK.

Now close Process Monitor and then open it again. You should see nothing appear as it is now filtering instances of fm.exe only.

Go to C:\Program Files\Sports Interactive\Football Manager 2008 and double click the fm.exe to run it. Once it does what you describe it doing and nothing happens (back to desktop or where you where?) go back to Process Monitor.

Click the save icon in the top left corner. When presented with the interace tick 'Comma Separated Variable' under 'Format'. Select where you want to save to and click OK. Then upload the file created to a hosting site. If anything is going to show a fundamental issue then Process Monitor will do it. If it isn't something blatantly obvious then I won't have a clue but someone from SI should know.
