stevvy Posted February 19, 2012 Share Posted February 19, 2012 I'd imagine that's because it's probably not just a football rule, but a national rule of law with regards citizenship (I should emphasise that the 'national rule of law' part of my comment is a guess on my part, and not definitely the case).
