Guest Posted November 15, 2011 Share Posted November 15, 2011 13.0 has them starting in administration which suggests that who should not be able to buy players, I do believe that so long as you stick to the administrators wage budget you can still sign free-agents as it's in their interests to ensure the cub has sufficient playing staff.
