It's up to the chairman/board. They might be more generous once you've proved yourself. The chairman also has hidden attributes such as resources and business sense. I think he means how does the game calculate what the budgets should be for each club... I'd also be interested, If I'm honest, I assume it's relative to the amount of season tickets that are expected to be sold coupled with known guaranteed income like TV or sponsorship money...
