trekman
Try and get a feeder club in Belgium and then try to sign him again. The transfer should go through but you'll have to send him to Belgium for 3 years and hope that he takes Belgian nationality (not guaranteed and you cant do anything to persuade him.) I am a bit surprised that someone with 44 caps didn't get a work permit though. The only reason for this I think is because Azerbaijan but be out of FIFA's top 80 list of nations or he hasnt played sufficiently for them over the previous 2 years witch are both requirements for getting a work permit. trekman
Its really cheating but you could also download fmrte which is a save game utility that lots of people (not me though!) use. You can then use it to give him dual nationality of an eu nation and then sign him and as he has dual nationality then a work permit wont be needed. Shaka Sangoma
To get a work permit they must have played 75% of international games for the past 2 years for a top 70 in the world side. Unfortunately because Azerbaijan aren't in the top 70 I don't think you will get your player unfortunately
