Is it possible to change the look of the stadiums in FM?

Is it possible to customise and change the look of the stadiums in FM? I am sure I read someone from SI (possibly Paul C) say that it would be possible to do this, raising the possibility of recreating real life grounds. I think it was mentioned before FM2009 came out and it even named the type of program you could use to do it.

They said it was in one of the HMV blogs, but it turns out that it is not possible as we are missing a piece of software that only SI can provide.

I thought SI confirmed it was not possible and the press release about it was a mistake.
