How to change World Cup Qualifying?

Some years ago, I had this crazy idea, of recreating the Spanish Viceroyalties in South and Central America, and i started creating it now.
So I added 3 new countries to Conmebol, and moved Guyana, Trinidad and Tobago and Grenada, from Concacaf to Conmebol, thus the amount of teams in WC Qualy, went from 10 to 16.
 So I want to split it into 2 groups, with the 2 top teams of each group qualifying for WC, and the 3rd and 4th team, playing a 2-leg playoff, to access the playoff for the extra WC place.

 But when I go to add rule -> International Rule, it only allow me to create a new competition, and not add rules to the existing one.

Any one know how I can change this? If I create a new competition, I can still link it to World Cup?

Sounds like a bit of rework, qualifying could be done, but you would have to redo the Concacaf stuff as well. As long as you keep the places for both confederations the same, it could work. Not guaranteed though.
