Anyone Make a Comp with Groups and Playoffs in FM20?

I'm trying to create the lower divisions in the United States and running into a very annoying problem. The second division (in game known as United States Soccer League Division One) has two conferences (East and West). They play a regular season and then a playoff for each conference. The top 10 teams in each conference make the playoffs. I've been able to create the eastern conference, qualify 10 teams for a playoff, and then run a playoff. However, I can't get any teams to qualify in the western conference. I've tried everything. The league structure in the editor is simple; it's two groups with knockout rounds. Why can't I get teams to qualify in the second group? Can someone help me either of these ways:

1) I've attached my editor file. If you're willing, please take a look at my file and see if you can find what's wrong.

OR

2) If you've created a group with knockout rounds successfully in FM20, can you please post your file here so I can poke around and see if I can find where I'm going wrong?
